Im not hateing
He looks cool and shit but to me its minato > others
How does Edo Tensei have anything to do with him as a Hokage? How do you even know he created the jutsu while he was Hokage? How could he have anticipated that others would use it for evil intentions? Do you think he wanted that to happen?
Oh.

With the academy, Konoha's up-and-coming shinobi became much more powerful than they would have been without the academy, thus boosting Konoha's military prowess.
With the Chuunin Exams alone, he stopped many potential Great Shinobi World Wars.
With the oppression of the Uchiha, he prevented any other cases like Madara, which if he did not prevent it could have lead to a civil war within Konoha, after which other nations would take advantage, once again resulting in a Great Shinobi World War.
Under Hiruzen, the Uchiha Massacre occurred, crippling Konoha's military prowess.
Under Minato, the Kyuubi attack occurred, where many valuable lives were lost, once again crippling Konoha's military prowess.
Under Tsunade, the whole village was destroyed, and most of the population was deceased. What military prowess did they even have at that point?
So, the point is, over the years, Tobirama's creation of the academy, chuunin exams, and the Konoha military police force have prevented many potential Great Shinobi World Wars. Yes, the Uchiha did plan a coup, but that was AFTER they were suspected in the Nine Tails' attack on Konoha (with reason; who other than an Uchiha could have done it?) under Minato's leadership and the Uchiha Massacre did occur, but that was under Hiruzen's leadership; the village was not Tobirama's responsibility at that point, as he was already dead for many years, correct?
I think he's best just on the basis that he stopped the most (potential) Great Shinobi World Wars, while he himself was fighting on the battlefield (his whole time as Hokage was during the First Great Shinobi World War) something that Hashirama failed to do with the First Great Shinobi World War (I blame him, because he was the best around and should have been able to end the war, and he spread around biju like a virus).
What would people like Minato be if Tobirama never introduced the Academy? Nothing, because before what Tobirama did, all that mattered was what clan you came from (even Hiruzen, who Hashirama and Tobirama taught, had a father who was a legend, and Danzo had his father and grandfather both sacrifice their lives as shinobi, something Danzo took with pride, so I guess they couldn't have been fodder)
Not to mention he started that whole teaching thing as far as we know.
He taught Hiruzen, who taught Jiraiya, who taught Minato, who taught Kakashi, who taught Naruto.
Judging by what he did during his time as Hokage, he's the best:
And had he not created the Academy, Minato would have been nothing:

Why are you ranking Tobirama so high? he did more harm than good with his Edo Tensei jutsu and his Uchiha isolation policies
Am i blind or is there no minato in that smiley list
Youre telling me they put kurenai in but no minato.....

Prove that he created Edo Tensei during his time as Hokage. Otherwise, it has nothing to do with him as a Hokage.
To prevent another case like Madara, it was necessary. It was only after the Nine-Tails' Attack, under Minato's reign, that lead to even tighter security measures and prejudice against the Uchiha (with reason; who else other than the Uchiha could do it?) that then lead to the contemplation of a coup d'etat and then finally the Uchiha massacre under Hiruzen's reign.
That was created years ago I think, don't worry.

he has a point tobirama basically caused the whole dont trust the uchiha thing because lets see what did they do oh right they ousted Madara which the lea should ahve thnaked and praised them for with their predjudice ways instead they hate and distrust the clan that sided with them over there leader WTF?!
Tobirama wouldn't have been Hokage if he wasn't Hashirama's brother, it's nepotism at its' finest, Hashirama should have chosen an Uchiha as a successor instead of another Senju to maintain the balance of power since it is a perceived offense to the Uchiha for two Senjus to successively occupy the position of Hokage. And adding insult to injury would be Tobirama's policies to isolate the Uchihas from affairs of government by relegating them to the closely monitored Konoha Police Force.
And whether or not he served his tenure upon the formation of Edo Tensei is irrelevant to the bad legacy that skill left behind.
Indeed, The Uchihas never supported Madara when he fought with Hashirama, Madara was completely on his own as a renegade shinobi, that should have been sign of the Uchiha's loyalty to the village, but instead Tobirama, in his foolishness, further segregated the clan and isolated them from affair of Konoha government.

And you expect them to know that nobody other than Madara was planning anything like this? All Tobirama wanted to do was to deter anyone else from becoming "another Madara", and to be able to keep an eye on them to make sure that nothing like Madara could ever occur again, which didn't occur under Tobirama's reign, meaning he was successful:
