To teleport himself or people thanks to FTG, Minato doesn't need contact with the person he wants to teleport at all. You may ask how does he do? He simply uses the radius of his FTG. What makes me believe that FTG needs no contact? It's Genma's squad version of FTG. Look at this pic carefully(above panel):
If you look closely you will notice that they don't touch Mei at all. They simply join their hand in order to perform the jutsu. Which means they teleported Mei without touching her. The radius of FTG was enough to make that possible
A further proof of it? It's Minato himself when he teleported Kyubi:
Notice that Minato didn't touch Kyubi at all. Kyubi was laying on the ground with Gamabunta above him(Minato above Gamabunta), but he managed to teleport Kyubi elsewhere without touching him using the radius
So like you can see, Minato can teleport someone without touching him. It's a simple trick that FTG allow him to do, but obviously the person must be in the range of the jutsu
