My Top 25(opinion based)
1)Madara Uchiha-no explanation needed.
2)Hashirama Senju-Said by Madara himself to be the only one capable of stopping him.
3)Obito Uchiha-Kamui, fire techs and rinnegan. Would lose to Hashirama because of wood clones being able to attack him in cube world.
4)Naruto Uzumaki-I see him and Obito as equals but dont see Naruto winning. BM, KM, SM and clones.
5)Kabuto Yahushi(no edos)-DSM mode made 2 MS Uchihas look like fodder.
6)Nagato-Rinnegan and paths.
7)Minato-FTG and rasengan. High intellegence. Barely defeated MS Obito.
8)Sasuke Uchiha-EMS, Katon, raiton and Hawk summons. Surpassed Itachi when he achieved EMS.
9)Itachi Uchiha-MS, Katon, suiton, clones AND high intelligence. Loses to Sasuke due to the lack of stamina.
10)Hiruzen Sarutobi-All 5 elements(assumption, may be wrong), seals and summons. Stronger than every kage during his reign(stated by kishimoto in an interview) which includes 3rd Raikage, Muu and Trollkage.
11)Orochimaru-Snake techs, forbidden techs, healing, regeneration, high endurance, quick and the ultimate naruto villian. Defeated Old Hiruzen at the cost of his arms.
12)Danzo-deadly wind techs, summons, seals, izanagi and high intellegence.
13)Third Raikage-Raiton armor, hell stab and ultimate sheild. Loses to Danzo because of izanagi and wind>lightning.
14)Killer Bee-Raiton, crazy taijutsu, bruto strength, hachibi and much needed rap skills. Loses to 3rd because of the inability to harm him.
15)Jiraiya-SM, summons, toad techs and master perv skills.
16)Tobirama Senju-Greatest suiton user and space-time techs.
17)A-speed, strength, and raiton armor.
18)Onoki-Flight, earth techs, and dust release.
19)Gaara-Sand, Sand, Gold and Sand.
20)Muu-Flight, earth techs, dust realease, invisibility and body-spliting. Loses to Muu and Gaara because they know his weaknesses.
21)2nd Mizukage(trollkage)-Clam genjutsu, oil-filled water techs and jokei boi. Loses to Gaara and Onoki because they know all his weaknesses.
22)Tsunade-Healing, regeneration, bruto strength and summons.

If 2 already beat 1, and then when 1 was revived and given more OP powers, he still said 2 can stop him..why is he 2? /logic

Hashirama beat EMS Madara in an EVENLY MATCHED fight. Madara now has EMS, rinnegan, and is currently an edo. Madara said Hashi was capable of stopping him. Not neccessarly winning against him. He was just praising him.

A few things haven't been proven as facts yet(espically Hiruzen + Kakashi having all five elements) but I guess this list works. Oh and also you forgot flight for Gaara, and no gold techs b/c he only mixed his sand in with the gold dust from his battle before against the 4th Kazekage.
