Of course he's Kage Material, he holds all the ideals that make's a Hokage great (Team work, Loyalty to the village, caring for others) he's just not mature enough at the moment to take the position seriously, he is still a kid.

I've gotta say Naruto because he can really protect the village and people love him. Also, I can see it right now; Naruto not being able to stay in the office doing Kage work and finding missions that he wants to do himself. Kakashi would always fill in for him when Naruto is out.
