Tsunade couldn't even beat one and protect her village.

Tsunade couldn't even kill Oro who was armless back in the days.
Both Jiraiya and Tsunade weren't a match for Oro in part 1, lets not mention Shizune and Naruto who were on their side.

She's definitely the weakest of the Sanin, wether you like it or not.
