Simply because the jutsu is not completed does not mean that the way to dispel it changes merely means in this case that more dead bodies can be created and controlled and not die like hidan did in the recent filler so I'd say tobirama always had a way to dispel it but not even kabuto knew of the way for the Edo tensai host to release themselves without releasing the entire jutsu

its still the same jutsu..madara know the 2nd hokage and worked with him closely in leading the village
it would make sense since madara was planning to attack a whole village to prepare for edo tensei
his sharingan would play a factor as well
