Who is Kage level?

Haha, you don't understand the purpose of this thread. OP is not asking if anyone would make a good Hokage, Raikage, etc...
Kage level is a tier formed by readers to determine power levels, OP wants to know if characters other than the already established kages are on their level.

I understand it perfectly... however, wither or not it's his way to identify a strong person it's not mine. Therefore, I will not state a character "kage" unless he has the attributes that kage must have... Power is only one of the few things a person must have to hold the title "Kage"!

Except the thread is not concerned with who could hold the title, rather, who stands at their level of power. If there was a thread about candidates for a position, you'd be absolutely right, as it is.. your ignoring the purpose of this by posting with irrelevant "criteria".

Think of Madara, whilst people consider him beyond kage level, you'd rather say no. Does that mean he falls in the high jounin category? Such a notion is ludicrous...

I would say Han could be low kage level thanks to steam release,if he had control of his bijuu he could be mid kage lvl.

u could also say gai is kage level ... when it comes to it he can be quite smart aswell...

not just smart but he chooses to not use ninjutsu (except for summoning) because of lee,plus we havent seen 8th gate yet

I actually reckon Sasuke ISN'T Kage level. He's strong and all, but...no. He's way too irrational and arrogant to be able to compete on the same level as a Kage; he might have the strength, but not the ability.
Nagato goes above and beyond Kage level, but some others are Kakashi, Guy, Jiraiya, Orochimaru, Konan, Obito, Hiashi, etc.

Itachi should be between Kakashi and Shikamaru you right
i se Kabuto In 7 maybe 6th Kakashi,Shikamaru,Nagato,Bee,Itachi and Shikaku can beat him it's all debatable.

I dont think Shikamaru is near Hokage level,beside he's only smart and can do shadow possesion but he's one of the weakest in taijutsu

I understand it completely.. However... anyone could become hokage, if power was the only necessary need. Why? Simple...

There isn't exactly a bar that they must exceed to being kage level... It's clear since tsunade isn't as strong as minato. That would indicate that you don't need to be as strong as the hokage that was before you.. So what exactly make you eligible? It's certainly not being a strong as your previous hokages, since Tsunade it the weakest out of all the kages before her.

Giving the fact that there isn't such as thing as "power test" what exactly deems you strong enough? I would say it's who is the next strongest in the village? Let's say they did the same thing with tsunade and picked someone weaker than her and it keeps going and going...

You can't deem someone kage level by matching their power level by the former kages, like Hashirama, Minato, Muu ect ect.. Because, it's clear that you don't have to be as strong to be deemed "kage"... This is were the other qualities come in to hand...
