I would choose Naruto because he would died numerous time during his effort taming the kyuubi inside him.

Edit: the people of Konoha are pretty unlucky if you ask me, albiet not as unlucky as the people of the rain village, they had their village destroyed and a good portion of them died. Although they were brought back so I gues a they could be counted as having a little bit of luck.
