Yes it is. Didn't you see Naruto vs Itachi in the forest when Naruto was chasing Sasuke? Itachi genjutsu'd him instantly. He'll do the same to Pain and Raikage, and instead of shoving a crow down their throats, he'll slit their throats with a kunai.
