Regarding the OP, you make good points to suggest why he would have it. But I'd still have to disagree. From the time period when Sasuke obtained MS to now, he has exhibited countless MS techniques which none of them have been Tsukuyomi. Against Danzo, all he used was mere genjutsu. When Danzo stated "Compared to Itachi's tsukuyomi, where he could alter perception of time at his whim...you're as far below him as land is below the sky". All he implied was that Sasuke was a weakling compared to the power of Itachi and his tsukuyomi. At no point did he state "your tsukuyomi is weaker than Itachi's".
Secondly as someone has already mentioned, in their recent fight against Kabuto, both Uchiha brother's exhibited all their best eye techniques in that one fight.
Sasuke
Left eye: Amaterasu
Right eye: Enton Kagutsuchi
Susano'o.
Itachi
Left eye: Amaterasu
Right eye: Tsukuyomi
Susano'o.
From this, it would fully make sense for Sasuke not to have it as there is a pattern of 3 occuring in both cases. Each Uchiha has one ability that each of their eye's can use and when both unlocked, they gain Susano'o. The one thing that defeats this theory is the old databook stating both amaterasu and tsukuyomi are required to unlock susano'o. But let's not forget that data book entries are only done based on character analysis thus far. So Kishi could only enter the requirements of Susano'o based on what we had only seen of Itachi until then. The data book requirements have also been suspect to change previously so their reliability is questionable.
I'm not fully writing off the possibility that he has tsukuyomi, but until there is full manga evidence of it, we can assume that he doesn't have it.
