I've seen quite a few people say that the scroll contains the secret of how to use edo tensei. Now I'm thinking wouldn't it make sense for them to utilise an already izanami'd Kabuto to perform edo tensei on a person of their choice instead of needing to revive Orochimaru? It still is highly possible that Oro will revive someone who knows the Uchiha inside out and knows of all the events that lead to the Uchiha betrayal (as requested by Sasuke) but if this was so, then I don't understand why they just wouldn't use Kabuto. I also believe it wouldn't make sense for the contents to be Edo Tensei because currently that power isn't great enough to overcome Madara + Tobi + the Juubi. If the contents of the scroll were great enough to gain control of the war, it must be a power great enough to defeat/control the Juubi and the only power capable of that is directly from the sage & his sons.
Secondly, the scroll and the people who they are going to "meet" appear to have some sort of connection as when Sasuke read it he said "this is it, the one who knows everything..". Now if I'm not mistaken, Suigetsu said that the scroll would let them "take control of the war". From these comments and those in the previous paragraph, we can conclude that the contents of the scroll are definitely related to the Uchiha, but not an exclusive power to them, because when Suigetsu told Sasuke "with time, he could master the power", Sasuke replied with "there are certain things which only Orochimaru can do". Now with this comment, it is safe to assume that whatever the technique/power that the scroll possesses, Orochimaru is capable of performing it and therefore increase the possibility of Oro becoming the "final villain".
What I'm baffled with is how Oro himself came to find the scroll. If we accept the statements made in the first paragraph that it isn't Edo Tensei and infact is something to do with the Sage and his family, does this increase the possibility that Oro worked with Tobi in the past to gain this knowledge, and hence knew he wasn't Madara. I mean, he must have known Tobi wasn't Madara because he and Kabuto were modifying Madara’s actual corpse. You could question this theory by asking why would Obito leave a technique which would be a huge threat to his plan, in Oro’s hands? But we must not forget Oro is very sly, and it could be possible that he found it without Obito knowing of it’s existence.
The last thing I picked up on was when Oro stated they were going to a place Sasuke “knows very well”. The obvious place that would fit this description is Konoha (Uchiha hideout? Tablet?). But lets not forget Sasuke spent 3 years training with him so it also could possibly be somewhere they visited during that time. Additionally, with Oro’s immense interest in the Uchiha, I am convinced that the person they are going to meet would definitely have to be an Uchiha (his parents? Madara? Shisui?), possibly the elder son himself! At first I thought it couldn’t be him, but why would Kishi introduce the sage and his son’s and then not develop their characters at all?
