i just see neji keep crying for help and forgiveness and each time when the dream occurs he texts me and asks me and narutobase to come and save him.

neji asks me if I had any hatred for naruto because of neji sacrifice, I didn't know how to respond

(neji then smiles with laughter)
neji tells me with enough hatred me and him can rule for infinity, all i need to do is just gather the souls and put them in the gedo mazou to use the outer path technique to revive neji.

It's all in you're head bro... have you been thinking about Neji's death ever since it happened? And if you have are you letting it get to you? If that is the case then your'e mind will play tricks on you, make you see things that you're not really seeing. Even the same dream happening over and over, I've had the same thing happen to me once, only thing is it wasn't about an Anime character. xd But you just have to let it go if all that I have said is happening, Neji's death has happened and it's passed, you just gotta let it go. And if all that I have said isn't what is happening then you have something wrong mentally in you're head that you need to see someone about, but I don't think that's the case here. So just forget about it man, Neji is dead and that's that.

there are some dreams that look too real and have a dark setting that just manipulate your mind to go with the flow and mood of the dream so in this dream i can be really banged up(or atleast think i am) and be further manipulated in it by my own dream settings idk if you can control this.

I agree! Perhaps he just sees the wooden stakes that made impact in Neji's back. Seeing the blood from that attack must have this poor fella awake all the time.
