Hacchi himself stated in the manga he was the only one who got escaped. His escape, his journey back home, how he met Kami and opened a stand with her has been elaborated on in a OP cover page series.

I though he's already in Impel Down.

The only time he has been in ID was when he was caught after Fisher Tiger died, however when Jinbei became a Shichibukai, he was released again. ID isn't the only prison in the world and they really aren't going to bother to bring all the prisoners of the world there. Luffy beat them in East Blue, so there is where the got locked up. If he would have been in ID, Luffy would have met him there.
