In no order, mine are Tsunade, Obito, Madara(he counts I'm guessing?), Orochimaru, Naruto, Sasuke, Onoki, A, Mei Terumi, Gaara. I think Kabuto's dead

Well, I didn't count Madara since he is still technically an Edo.

what obito says to sasuke is biased evidence. he paints a nice picture to manipulate Sasuke.
however the first scan is useful evidence, where madara is saying he fought to the death. I dont know how to explain that one, maybe its a mistranslation, maybe its just a random thing he says, I dont know. In any case that alone cant disprove the theory that Madara planned the outcome of the battle..

It does not matter how opponents were defeated what matters is who wins....In this couse Hashi>Madara,Nagato>Jiraya,Itachi>Kabuto,Minato>Obito,Hiruzen>Orochimaru,Naruto>Nagato,Sasuke>Danzo-Itachi Say what u want that was how it ends so Story ends.....

I don't see him being the strongest Kage at all. When the manga said he was god of shinobi it was said as a hyperbole, because if he actually is then what is the SO6P He isn't as strong as the manga used to claim he is since so many new, and powerful shinobi's have come. Third Raikage would defeat him mid difficulty, and Hashirama and Minato would defeat him as well high difficulty. Second Mizukage is also most likely more powerful than Hiruzen in his prime, but other than that the rest are inferior to prime Hiruzen.

edit: Ino is on the list so Tsunade should be on the list, but to be realistic Ten Ten should take her place.
