He's not in a booth & there's not a great landmark for him, so the easiest way to find him on my screen is: go to the top center, come down 2 inches & to the left 2 inches, look for the yellow "food" sign, he just to the right of it, dropping a garbage bag of body parts in the garbage

The waiter with the Sasuke hair, I don't think he's anyone, all the characters are wearing their normal character clothing, no one is dressed different. Wolverine, are you talking about Harvey Birdman Esq?
