Can Minato use Uzumaki chakra chains? What about his barrier?

what confuses me is how a non uzamaki use the chakra chain? (tobi).......unless kushina is a direct descendant of the s06p some how

Tobi chains were a result of the demonic statue.

We've already seen that Obito can use chakra chains as well even if he is not Uzumaki, so i don't think it's that impossible to believe, but whatever, after re-reading i think that Minato is the one who put up that barrier actually. Kushina used her chains to stop Kyubi when Minato put up the barrier in question. So basically there is no relationship between Kushina's chakra chain and Minato's barrier.
