Well, I don't usually make many theories but i've decided to throw down a few ideas regarding Gedō Mazō/Jūbi. There's a summary at the end of the first section if you're unable to read the thread completely.
The theory essentially revolves around there being two, distinct requirements to using Gedō Mazō:
I did a bit of exploring interms of direct translations and I came across this:
However, merely possessing the Rinnegan would give you limited control over Gedō Mazō, I believe. While the Rinnegan allows for the Mazō's summoning, Senju & Uchiha blood seems to be what gives the higher degree of control. We know that Obito's Gedō (Outer Path) binding was stronger than Nagato's:
It makes no sense for the reason Obito's is stronger being that he is an Uchiha, since it's been confirmed that the Rinnegan belongs to both Uchiha and Senju. Obito even had one less Rinnegan than Nagato, yet his binding was stronger. Also, Madara chose Nagato, an Uzumaki, as a temporary housing for his eyes - if he felt that an Uchiha would be better suited to using this transplanted dōjutsu then he would've sought one out, since this was well before the Uchiha clan massacre. The most probable reason why Obito's Outer Path is stronger than Nagato's is because he possesses both the Rinnegan and Rikudō blood - he meets the two requirements for fully using the Demonic Statue. We've already spoken about Madara's words and how Obito (by having Uchiha and Senju DNA coursing through his veins) could control a summon of the Rinnegan even without possessing this eye. A direct translation:
There is no mention of pre-Rinnegan Obito being able to summon it.
To summarize; Possessing the Rinnegan alone will enable you to summon Gedō Mazō, but you won't be able to control it well, whilst having Uchiha and Senju blood only (with no Rinnegan) will let you control the statue well, but you cannot summon it. Only those who have both the Samsara Eye and Rikudō DNA can use the statue in its entirety (War-arc Obito and Madara).

The second part of my theory looks at the actual abilities of Gedō Mazō/Jūbi. In the latest chapter, we saw Neji die by the Mokuton Sashiki jutsu:
Some have said that the Jūbi was able to use the Wood Style by itself - i'm not so sure about this. I'm more inclined to believe that Obito was able to use and ultimately amplify his jutsu via the 10 tails. He raised his arm as if to begin using the technique himself.
In a somewhat similar fashion to how he used it in 'Hell':
It wouldn't be the first time we would've witnessed something along these lines. The abilities of Nagato's soul ripping dragon (which, for some reason, remained nameles) seemed suspiciously similar to his Ningendō - stealing someone's soul upon contact:
Perhaps it may be announced that when connected to Gedō Mazō, the user can project their techniques through it.

This further highlights the idea that it is the Rinnegan which allows you to summon the statue, not simply possessing Senju and Uchiha DNA, since Nagato lacked the latter. We never saw Obito, who Madara claimed would be able to rule over the statue with Rikudō blood alone, summon the statue during his time in Akatsuki/before obtaining the Rinnegan. This ability was limited to Nagato/Pain.zetsu: nagato comes from one senju family line \\ he is the only person capable to summon the heretical demonic statue besides madara\\
