It's a long theory, but please read. I think you will find it makes sense overall. 
Rinne-Tensei is a very complicated jutsu. It's has it's drawbacks and advantages compared to Edo-Tensei.
With Edo-Tensei, they use a sacrifice to reincarnate an individual into a new body. With edo-tensei the reincarnation has unlimited chakra and can heal from anything, and also the user can be reincarnated in a younger form as seen when Kabuto modified the corpse to make Madara be in his prime. The drawbacks to these are simple. They can be sealed either by accomplishing their unfinished business, or being sealed by someone else, and also in Madara's case, he can't become the Juubi's jinchuuriki. Someone like Madara can separate himself from the Edo-Tensei.
Rinne-Tensei is a lot worse in my opinion, and here's why. The individual is revived in the state he was before death. Maybe in Madara's case he can put life in the corpse and he would be alive and well but lacking the superior edo-tensei features. They won't have unlimited chakra and can be killed again. Only reason it is better for you to be revived through Rinne-Tensei because it means you can become a jinchuuriki. Other than that it is garbage. This jutsu take a toll on the user who is performing it and there are some things that probably were already cleared up, but I will reiterate. We know Nagato died because he revived basically the whole village, but didn't have so much chakra to do it and survive. Obito however, brought up a new question when he said he would die if he revived Madara.
Well lets just put it this way, we don't know exactly how this Rinne Tensei operates. We can assume that the amount of chakra it takes is proportional to the number of years the individual is dead. If that is true, then even with Hashirama's Cells, Obito would still die. Anyways, Nagato only revived a lot of people who were dead, but very recently, and of course Jiraiya cannot be revived because he was dead a little too long and Nagato probably intended to revive whoever was recently deceased as it would take up less chakra, and he was under the ocean at a depth that he could not be found or taken so he would die again and it would be useless.
So I am saying reviving 1 person who has been dead for 17 years does take up more chakra than reviving a 1000 people dead for a few days. We can say that the more someone is dead, the more their life is separated from existence and their life is more disconnected from the soul. I would say it needs more chakra to put life into this dead person who has been dead for so long so that the soul can be returned, versus putting life into someone who has lost it but only recently and their soul connection hasn't been lost too much. In other words, the time someone is dead is proportional to the disconnection of the soul from the body. Here's an example. You know how in Chemistry when the nucleus of an atom has more shells it is harder for it to attract electrons thus making its electro-negativity lower? Then substitute it into this: The more someone is dead the farther away is their soul disconnected from their being making it harder and taking up more chakra to return it. It would take more energy to bring it closer to the being. It took a lot to express myself but I think you get the point.
So I come to the conclusion Edo-Tensei is better because Rinne-Tensei has more drawbacks.
