Mito was an uzimaki not healer so tht can't happen the reason why tsunade can do it is because she is part senju witch gives access to healing but also part uzimaki witch gives her the chakra to implify her healing to tht level

The Yin Seal is a sealing technique so basically, what Mito did was seal away and store her chakra, same as Tsunade does. But regeneration techniques are based on Hashirama. So this is, what you could call a Uzumaki + Senju technique.
