Why did Tobi show so much interest in Sasuke?

I think he might have meant for Sasuke to become the Jinchuriki of Juubi in case he died or couldn't be the host himself. He would use seeing Itachi and the clan in the dream world as a way to make Sasuke do Tsuki no Me and tell him the Juubi's power would help him eradicate Konoha easily so he complies.

Well the original plan was to use Pain to resurrect madara. But when nagato betrayed him he looked to Sasuke. However I doubt he was hoping for the same results. He probably simply hoped to use him as a powerful henchman at best.
