Obito more of a boss than madara?

From the second Obito told madara "You're at my mercy" and then killed many many shinobi including neji and told naruto "I thought you said you wouldn't let me kill a single comrade, naruto." did obito become more of a boss then madara?

I don't think Obito is childish, he put Madara in his place this chapter and acted like a real villain with Naruto. I thought Madara's comment at the end of the previous chapter was a bit childish how he was mocking the alliance after killing Shikaku and the rest and copying their plan.

I am unsure if madara is needed for the moon eye plan to work.

Yes, the only thing madara has on him is his strength but obito is definitely more boss. I would have more respect for him if he had joined madara for other reasons and not just because kakashi killed rin.
