this is the old grown oro that no matter how many time he changes his forms he returns to this one and its only a grown version of the young oro in the other picture, so naturally it means that this form is the TRUE oro and obviously it's a creepy DUDE

it was also the same form he was in when he, jiraiya and tsunade faced HANZO in the flash back. and ya, as far as i know it doesn't matter if oro took another body or not, he can still go back to his original form even when he uses a new body.
