Hashirama should be able to deal with 2- 3 Kage:

Hashirama vs 3rd Raikage and 4th Raikage

Tobirama ( with hype and edo ) should be able to deal with 2 Kage:

Tobirama vs Mei and Gaara

Hiruzen ( with hype ) should be able to deal with 2 Kage:

Hiruzen vs 3rd Kazekage and 4th Kazekage ( I know this is impossible xd )

Minato should be able to deal with 2 Kage too:

Minato vs Onoki and Muu ( he is fast, he can defeat them before they could use the jinton )

Tsunade should be able to deal with 1 Kage and heal the others:

She deals with Mei then heals the others.

I say team Kage takes this mid- high diff.

third kazekage has magnetic force so kunais are useless. minato cant do anything to third raikage or gaara given their armour

The second Hokage has s/t techs. Minato says it himself while battling obito and see him using s/t techs without seals.
But i agree on the fact that he solos all kages. They see only a yellow flash and BOOOOOM!!!!!!.
