Not necessarily. A lot of members treat reputation as credibility. If you're a sage or kage rank due to post count, but you have one rep bar, it's assumed you could be something of a troll who posts a bunch.

Actually, no. There are many RPers who're great guys, but lack rep due to the fact that they only RP.
However, this is a rare case now.

Quite often I'm negged just because I don't agree with someone. eg. ''Minato is the greatest Hokage!'' me: ''No he's not'' --> Negged.

But doesn't really matter, the whole reputation system is quite meaningless.
