To start on this i would first like to answer the title then explain my reasoning. The Juubi(ten-tails) came into being WITH intent by the sage of six paths using humans.
1. Well how could the sage possibly make something like the Juubi? Quite easily, in the manga it states the the tailed beasts are just big masses of chakra, so something like that shouldn't be too difficult. Just gather a lot of chakra and seal it together. Where would all this chakra come from? live humans... Something like the philosophers stone from FMA if anyone's watched it, a big human sacrifice is made in order to create something powerful. The same should be able to be done in naruto too, the So6p was obviously very knowledgeable and good with sealing techniques, he sealed the the Juubi in himself after all.
2. Why is the Juubi is of Human existence? I guess it's the fact that the Juubi takes a very close form to that of a human, just look..
mouth and ears? both match closely to a normal human being, even the bone anatomy..
very identical indeed. It even mentioned in the manga the Juubi has "foul chakra" what could foul chakra come from but a bunch of sacrificed humans?
3. Why would he do something so horrible to make it? The same reason madara and Nagato wanted to, both of which plan(ed) about making peace through power and destruction.
IF you notice also, in one of the panels of the chapter 613 Madara say's "Use Hashirama cells to strengthen the bond... soon it will be hard to control the Juubi." As you know hashirama is a senju, and they are know for having powerful life force. What better way to mend the foul human sacrificed chakra than with life force?
