As i said in one of my threads i can't remember which one but i said about how seeing as hq is the reason why the alliance have gotten as far as they have that madara/obito or both would eliminate them cause they're the mind of the alliance and with hq gone the alliance are on there lonesome and the smart ones of the alliance such as shikamaru/kakashi and the sensors will have to be the new mind of the alliance.

If you see the only real danger posed to madara and obito was by naruto, bee,guy and kakashi. So the hq just messed up the things by not allowing naruto to take part from the beginning. They haven't done anything significant. Just took out the fodder jetsus and edos.
