Please read completely. This theory has to do with the "The people who know everything."
As we all know, Suigetsu and Juugo handed over a scroll to Sasuke that can allegedly have a great impact on the war. However, Sasuke didn't bring back Orochimaru so he could only help him with the scroll. He did so because he wants to know "everything."
What is everything? From these manga scans we can safely assume Sasuke wants to know exactly what happened that night at the Uchiha Massacre. He also wants to know about his village's history because, as noted by himself, he doesn't know much about those subjects.
Another important fact is that he clearly states he wants to know everything from "them." This means that Sasuke is looking for, at least, two or more people who can inform him about what he wishes to know.
Before I state my theory, one last detail has to be mentioned. In the last page of the chapter, Orochimaru states that they are going to a place where Sasuke is very familiar with.
Now taking into consideration that Sasuke:
I came to the conclusion that it can only be one of the following places:
Land of Lightning -Kumogakure- Madara and Obito Uchiha
Konoha for Konoha Council
Note: It cannot be Mountain's Graveyard (place where Obito implanted Itachi's eyes into Sasuke and their initial hideout) because the cave where Sasuke and Itachi fought Kabutomaru is part of this location.
Any other places it could be? Other people?

- Wants to learn about his past, his village's history and his clan.
- Is searching for a group (or at least a pair) of people.
- Knows the place where these people are well.
I came to the conclusion that it can only be one of the following places:
Land of Lightning -Kumogakure- Madara and Obito Uchiha
Sasuke is very familiar with this place because here is where the Five Kage Summit was held. Sasuke, as we all know, infiltrated this summit, fought the Raikage, Danzo and Naruto. Additionally, we have the pioneers of the Uchiha, the ones who literally know everything about their clan and Konoha's history. The only problem I see with this is that they would be completely bias.
Konoha for Konoha Council
This is a plausible scenario because Konoha is a place Sasuke is very familiar with. Not only that, but the Konoha Council is comprised of Honura Mitokado and Koharu Utatane, two elders that were present during the Uchiha Clan Massacre and in fact, sided with Danzo during the situation. They, along Danzo, wanted to remove the Uchiha threat all-together. Here there would be no bias.
