That's exactly because they're fodders. They're the STANDARD. A non-fodder ninja is not the standard, he has something special that put him out the standard tier.

No father ninjax r simply written and made that way by the author of the manga.

Father ninja's (Tsunin, Jounin, Kage) doesn't matter what rank you are, if you have been born a father ninja you will die as a father ninja. Most likely the outcome of your death would be the result of getting oneshotted by a story important genin or other special lower ranking shinobi's.
