No for instance Oro got sealed but he managed to come back.
You can say the same about the Kyubi.. it's sealed inside naruto but it doesn't mean it's dead.

That's funny cause that wikia bio fails. why? lemme put it this way Atsui (C) , Samui were in the same gourd as Ginkaku. Kinkaku was in the other tool. Tobi did say he would bring the tools back. He obviously was rushing as kabuto said. Obito offered both of them because offering one of the brothers wouldn't be enough. One tool with C, Samui, Ginkaku and in the other tool was kinkaku.
