if Sasuke fought Itachi with his full ms (not ems), he would defeat him, so yes. he has much more power and stamina than itachi. sasuke spams amaterasu and susanoo arrows for fun, itachi dies after using 5 or so ms techniques. no contest. ems sasuke kept up with edo itachi (no stamina issues), with no signs of fatigue, both saved each other twice. so yeah it's not even a contest atm.
