why did the juubi link itself with obito and madara

Most of the tailed beasts have been sealed inside the body of the jinchuriki. Before that, they roam freely.
But why the hell did juubi attach itself with madara and obito. Did it have something to do with the beasts' chakra being in the gedo mazou controlled by madara?

I know but nagato was given eyes by madara. It still doesn't explain why the juubi, a new soul formed by the chakra of all beasts should obey them.
