I have just Re-read the chapter and i think i found something that was misinterpreted

This panel is not Juubi's tail is Juubi's hand !

The last thing we see before that panel and just before that page is Juubi's hand is in the concrete....

I belive Juubi's hand was starting to evolve & we will get the actual juubi that Rikudou Sennin defeated...

i agree with the larval thing, and i think the juubi will get some form of consciousness(like a animal, not neccsarilpy like the bijuu)
but the juubi will not become perfect, until it gets all of kurama, and hacibi
