My pick is orochimaru he has his hands behind everything.He has a empire stretching through many countries underground,people fear his name,hidden laboratories and subordinates to due his bidding.He has all the typical archetypes of villainy.His reasons are the best too,which are completely selfish he doesn't hide behind any notion or warped idea of peace.He is not out for revenge.Its his ambition that drives him forward.He never tried to cover up his intentions he does not care one bit about anybody else now that is a true sadistic villain
