IN NARUTOVERSE:

IS WATER> LIGHTINING OR IS LIGHTINING> WATER ??

If sasuke is standing on a lake (for example) and kakashi uses chidori on the lake, goodbye sasuke. in that case lightining > water

BUT

If kakashi throws a chidori to darui (for example), darui dodges it and kakashi ends up chidori'ing the floor, then darui makes a water jutsu to the floor and kakashi gets electrocuted . in that case water > lightining

(you can't say lightining = water)

lightning can be more powerful however a skilled user can make that disadvantage happen for a great cause such as if a lightning users used a ranged technique and a water user used his. the lightning may redirect because of the current and conductivity of water thus making water > lightning
however in more common cases of ninja they are not that smart and so in the end the most common thing there is that lightning> water (IN MOST SCENARIOS)

Its neither water > lightening or lightening > water. However, it depends on the rank. As water is a good conductor, lightening spreads over the water and harms the water user if the lightning jutsu used is higher [in rank] than the water jutsu, and vice verser.

Kishi stated lightning>water. That's a fact. Other than that yes you can use water against a lightning user in the sense your talking about. I thought that was just common sense though. This question was horrible.

Thats not the case, Zabuza was HOLDING him with his bare hands. Afterall, its kakashi's chidori, so we might taking into the consideration he can controlled the flow forward. Again, if it can be done, its done already. So. water > lightning.
