No. It has a predetermined order. The only way it could be used is if his mind was controlled by his opponent, so really only against shisui himself.

He possessed it at some point so why not. It's the same as Kabuto's Edo summons.

Thats what i thinking, I mean it can be used the same way Kabuto uses his Edos right?

Itachi was able to implant it into his crow's eye and use it that way, but the only problem was the time limit which was 10 years. When he had the eye, Kotoamatsukami couldn't be used until he was revived as Edo.

When itachi received KA wasn't he like 13 at the time? And it was be4 the uchiha massacre. And he didn't die intell he was 21 so I guess you're correct but after he died 2 years couldn't have past so that means Shisui eye could have been activated that hole time...
