The only female characters that has had development with Naruto are Sakura, Tsunsde and Hinata. All ordered from the most to least. But just because one is has some development with a character doesn't mean it's guranteed to happen.

All in all, it's just a matter of opinion or preference. Most people would like to see NaruHina because she's a sweet girl and has also had a troubled past. (And the confession which was just.....:T_T
