I then raise my arms above my head and bring them crashing down, releasing my wind chakra from my finger tips and forming a blade of wind chakra that then quickly bursts into a huge hurricane, that then engulfs your clone. This would leave deep cuts all over his body and because of destructive force it may break a few bones too*

*First I cpncentrate my wind chakra all throughout my body and perform the following handseals Rat → Rabbit → Dog and then I take in a large amount of air. As I do this I build up wind chakra in my chest, and then I exhale this wind chakra in one blast. But as I release this chakra I split it apart into seven straight tendrils that when they make contact with your clone they will pierce right through him.*

Even though it's range is probably mid I would use it at short only because it's quite hard to block something that's very fast and unpredictable at short range.

Mid range goes pretty far, so about 5-15 meters, also Wind of this capacity tends to travel fairly fast.
If you look at the picture, it's a good arc of around 180 degrees, so any Lightning attack can also be dissuaded and your enemy would be forced you a wide range fire move as a result. This has pretty sharp cutting capabilities too, and work as bullets. Target the vital areas, as always.

*Firstly I concentrate my wind chakra throughout my body whilst performing the following handseals Rat → Snake → Horse → Dog. As I finish performing the handseals I then start swinging my arms like blades, releasing pressurised blades of air. I release them over a large area watching them engulf both a tree and your clone. Your clone is lifted up into the air and is cut every which way direction, leaving really deep gashes all over his body. The tree is not lifted up because it's stuck in the ground but it definitely got a trim and the bark has been deeply ripped into.*

The aftermath of this jutsu is the sky becomes rather stormy and it may be possible to perform the Kirin jutsu this way. this could possibly set you up for another powerful lightning jutsu also.

One of the most old school combos I have is using this with Fire Style: Intense Pain. Aim it over your opponents' head and combine it with this move. It should be hot enough to burn the area around him to lava.
Yes, it would take less time to activate such moves as Kirin or Rain Tiger at Will because of the tornado. It's a stormy and dangerous effect that you can explore rather well.
