He still retains the ability to manipulate sand. But, he'll have to control them with both hands now. So, in a way, it's not gonna be as easy as before if he were to send 4000 miles of sand against someone. >.<

i think only thing shikaku done for gaara was improve the ability to increase the level of chakra infused within his sand gaara can still manipulate sand but not to the degree of which he could and also id like to see where gaara is cause he hasent been seen since his death and rebirth and in the manga it got no sign of him being in it just yet appart from the emergency meeting of the kages which will be held after pein's defeated by naruto
