Depends on the sale of the manga and how many readers vote for a serie in the magazine.
If more readers vote for Kuroko and the sale has been a bit low, than Naruto drops in the ranks.
I'm surprised Bakuman is at number 10

i dont think this list is about votes its accordin to how many copies were sold.....

I think they combine the votes and the amount of copies sold. This could be a separate list of course, but from what I can remember they combine both to check which ones are the most popular
