How can be Jiraiya > 4th Raikage?

And I can't get it how can Jiraiya beat Raikage.

Jiraiya needs more time than he active SM.
And everybody knows Raikage is one of the fastest ninja and in Raiton no Yoroi, his reflex is on the Minato's level.

Raikage can kill him in one hit - he could cut Hachibi's horn.

Jiraiya has speed 4,5 in stats which is same as Kakashi or Sasori, but I think they can't dodge Raikage's speedblitz (Maybe Kakashi can only thanks to Sharingan)

So I ask you how can Jiraiya dodge Raikage's fastest attack?

He will already be in sage mode, Jiraiya doesn't fight strong opponents unless he's in sage mode, this was said in the pain fight.

No, because of Susano'o and Sharingan. But if Madara wouldn't has that great defense, Naruto will beat him. And Jiraiya hasn't so good defense as Madara.. He has no defense against Raikage.
