For example, if hashirama can beat any character he will be the number 1.
I made this list based on this :
Hashirama > Madara EMS > Nagato > Obito > Naruto > Minato > Itachi > Sasuke > Kabuto > MU > 2nd Mizukage > 3rd Raikage > Killer Bee > Onoki > Jiraiya > A > Kakuzu > Gai > Kisame > Gaara > Tsunade > Mei

He chopped Itachi in pieces twice

And even their intention was to kill him, it wouldn't have made a difference
