The only space time ninjutsu that we know tobirama is capable of is Edo Tensei. Since that much is factual its very plausible that he was speaking in direct reference.

Edo tensei is a summoning yes.. But Minato specifically compared tobirama's unknown s/t to that of tobi's and himself......It would be odd to bring up a summoning jutsu randomly
