Tskyumi (Genjutsu but nowhere near as great as Madara's, Sishui's, or Itachi's)

Itachi's Sharingan:
Amaterasu
Tskyumi (High Level)
Power Genjutsu that can be casted without making eye contact [Unique]
Izanagi [Unique so far]
Sasuno'o [Madara's Will stated that it was unique and perfect in terms of defense AND offense] [Unique]

Shisui (Stated to have the most powerful eyes for GENJUTSU during HIS generation:

I would say Obito Uchiha's sharingan is the greatest. Why? Because half is body is made of Senju cells and his Sharingan is enhanced. Obito has two abilities unique to him Izanagi (We don't know how many others can use this yet) and Kamui- an ability that is unique to Obito's sharingan. No other Uchiha (yet) has been shown to be able to travel through dimensions/teleport with their Sharingan.
