I'm pretty sure it is these two who have maxed out since they are already very powerful. It is the others that still have room for improvement. Apparently Kankuro will eventually surpass Sasori, Neji will surpass Hiashi and Rock Lee will surpass Gai. I guess Kankuro can continue improving his puppet collection to become very strong, Neji could constantly improve his Hyuga techs and maybe make new ones too. Rock Lee could master gates to an even bigger extent compared to Gai so he has tons of potential to become very strong too.

Sasuke. not that big on him as some but you have to admit, taijutsu beast, tossed yamato and sai like trassh and washed a thousand shinobis. sharingan-call it power ups, but its lineage. second only to naruto in terms of trying hard. maybe
