i think personally, aside from the SO6P, minato must of been the best ninja that ever lived, not the strongest, but the smartest. the one who would use the most strategic technique to defeAT YOU, therefore other than the sage, minato was probably the smartest. thoughts? as to why jiraiya would say that?

its just about how much jiraiya is proud of the shinobi minato turned out to be, he had so much faith in minato's ability and potential, saw the good heart minato had and his passion to protect his comrades and the leaf. he had so much faith in him that he thought that minato could be the child of the prophecy, the one who would bring peace to the shinobi world. DAMN YOU OBITO for causing him to die lol, i think if minato actually had more time to live and grow, he would have been the strongest shinobi EVER and am not even a big minato fan but that doesn't mean i shouldn't be honest.

^this is a fact, the Sage was a monk.

Monks and ninjas are not the exact same thing....they're quite opposites, other than the fact that they both utilize chakra.

There's also a possibility that the Sage used the legendary weapons to defeat the Juubi.
