You can't edit your old posts(more than 7 days I think), that's if you are talking about old posts.
As for 2nd question, do you see the reply with quote button or it doesn't work on click..?

I needed to keep the options open :ghehe:
Anyway, I think you should tell an admin about this or actually put a thread in this section:

under Technical Issue But since it is here hopefully they will see without you needing to make a new thread. Still perhaps contacting an Admin is best from here.
