Well to be honest I'd say Kabuto....DSM PLUS Edo Tensei is almost impossible to deal with.

After that I'd say Hiruzen....Being the Hokage at his old age speaks enough of his power....at his prime ...mother of god...speaking of god there is a reason he was called the "God of Shinobi".

1: No one can confirm hashirama was at his strongest since he died young hence we will never know his true prime.

2: Hashirama was the strongest ninja of his time only to be surpassed by hiruzen and a bunch of other ninja like naruto for example.

3: He was called the professor for knowing all jutsu that existed in the leaf as stated by orochimaru. Meaning any jutsu outside of KKG and Hidden techniques he knew.

4: Onoki has no seals so he wouldn't of beaten orochimaru/tobirama/hashirama. I don't even know why I responded because you didn't portray any sort of intelligence within your post.
