The exams weren't finished and they only nominated shikamaru since the exams had closed due to invasion.

Why only shikamaru...I know he is highly intelligent and good at tactics...but you can see in ongoing naruto series everyone became chunin except naruto..I means he has came up with good plan against Zabuza..I feel they should make him as chunin with shikamaru at that time..

I cant understand what is meant my leadership skills..u can see shikamaru was failed in his first mission and he learned out of it...if they provided him proper chances then he will also turned into good leader..

OT: They said something aboout Naruto lacking leadership...not sure how you show that in a 1v1...probably the fact that Naruto knowingly went into a disadvantageous situation to make an example out of Neji showed poor leadership/decision making skills
