The thing is that Tsukuyomi is actually a ninjutsu and genjutsu combined, so he cannot escape it with physical means. I think the only way is by having a strong mind like Sasuke, when he deflected it. If you cannot see through what is "real" and what is "illusion", you can't escape it even with ftg.

2) He can't use a genjutsu in that situation. He can't just spin round and put 10+ people or whoever he lands his eyes on in a genjutsu. It takes some concentration. It's like saying he can be doing cartwheels and putting people in genjutsus.

1- They were face to face man, with eyes open.
2- They were just running toward each other, nothing as fancy as cartwheeling. Itachi put bee in genjutsu while in mid hair.

It's not such much that he's greater it more has to do wit the fact that it's extremely difficult to cast any Genjutsu on Minato due to his speed. The same applies to Yondaime Raikage, which is why despite the Madara clones having 6 pairs of eyes they still had to hold him down to place Genjutsu on him.
