i think it is hashi....he would know the other side of the story, and they being hokages, would know all about the uchiha massacre....think about it...sasuke would get the complete history of uchiha since konoha, and would learn from minatothat tobi attacked the village, would learn from hashi all about why they formed the village, from tobirama why he made the police force, etc....it makes most sense right now(as oro wouldve certainly been trying to find a way to counter rds and get his arms back....
